Not trying to be difficult, but I'm still a bit puzzled.

The rule states:

C.9.9
OTHER RIGGING
(a) MODIFICATION, MAINTENANCE AND REPAIR
(1) The trapeze system, handle and ring are unrestricted. Combined or linked systems are prohibited.
Except that the trapeze elastic takeaway point on the wing is limited ... etc. etc.

It seemed fairly clear to me that this coarse adjuster forms part of the "trapeze system", so I'm not sure what the problem is.

Or have I missed something?

That's the problem, the course adjuster as written doesn't form part of the adjuster.

To add the course system, you are adding an additional system above the course system and the rules say you can only do what the rules specifically permit you to do. It doesn't say you can add an additional system, so to the letter you cannot.

However, our class has always embraced ideas that could make the boat easier and more rewarding to sail, so we've permitted this system and along with a number of other changes will be releasing an entirely reviewed set of rules for consideration this year. One of which clarifies that this system is permitted.

Part of the delay in adopting this formally is that it wasn't that straight forward to write the appropriate ruling that didn't have any unforeseen problems. The 49er class have been using wording that has now been tested at international events and it's likely we'd look to adopt this wording.
