This interpretation relates to changing the standard kicker swivel to one with additional sheeves...

The below is from Rob Taylor - International Measurer


There are two versions of this fitting: Harken and Allen, both utilise two sheaves to guide the line into the cleat and so reply this applies to both. This is not considered a 'like for like' replacement as the bullseye fairlead allows the control line any angle of entry, whereas the sheave approach requires an approximately horizontal (or thereabouts) entry, therefore they are not sufficiently similar to comply with the class rules.

In order to be sufficiently 'like for like', the fitting should have a ‘bullseye’ fairlead (either with or without the metal insert), as per the fitting originally supplied on the boats by the manufacturer.

I wasn’t at the Garda event so couldn’t comment; however, I was at the recent Worlds in Palma where everyone had the standard part as supplied by the manufacturer.

Rule 6.1.3 says - The following is permitted without approval; unless stated otherwise. Items mentioned in this section may be obtained from any manufacturer or supplier providing that it is openly available to the general public and any replacement is a like for like type weight and size as the Originally Supplied item, and performs the same function and does not modify the effective rigging or sheeting position:

So, the supplied kicker swivel that has a bush fairlead must be replaced by a product with a bush fairlead as this is the only way it can comply with the rules wording of being a 'like for like' basis.

C.6.1.3 (h) says - Additional blocks of no more than 30mm diameter and thimbles may be used for (a) the vang and cunningham systems, but these must not alter the purchase described in.C.9.8 (a)(1), and (b) tidying sheets, halyards and control lines, provided these are not attached to the boat other than to existing fittings and fixings or a hole drilled in the inboard end of the bowsprit.

These are in ADDITION to the supplied standard fittings and not as a replacement.
This rule was written to permit sailors to alter the purchase layout of the kicker system to their own layout but within the restrictions listed.

There may also be a misunderstanding of the difference between a sheave and a block. Class rule C.6.1.3 (h) says 'additional blocks' may be used for the cunningham and therefore this could be misunderstood to mean you could have blocks in the swivel cleat for the kicker. Please note that a sheave is not a block.
